Michigan Tier 2 and Tier 3 Unemployment Extensions
NEW Emergency Unemployment Compensation (EUC) Extensions
November 2009 (Revised 11/16/09)
Two new EUC extensions were passed by Congress and signed by the President on Friday,
November 6, 2009. In summary, the new law:
• Adds up to 1 additional week to EUC Tier II (total of 14 weeks);
• Creates an EUC Tier III for an additional up to 13 weeks of benefits; and
• Creates an EUC Tier IV for high unemployment states, such as Michigan, for an
additional up to 6 weeks.
Who is Eligible, How Will They Be Notified, and What Needs To Be Done?
• Those who exhaust their Extended Benefits (EB) in 2009 may qualify.
• 70,000-80,000 unemployed workers who have exhausted all unemployment benefits
may qualify.
• Payments will be made retroactive to the new EUC extension’s effective date of
November 8, 2009.
• If you have exhausted all benefits:
• UIA will begin mailing informational letters, complete with instructions and
redeterminations, on or about Wednesday, November 18, 2009.
• Begin contacting MARVIN (telephone or online) during the week of November
23rd (Thanksgiving week) to claim the up to 1 additional week from Tier II.
• Contact MARVIN during the week of December 6, 2009, to certify for three
weeks of Tier III (the up to 13 weeks tier).
• If you are currently collecting state unemployment, EUC Tier I, Tier II, or
Extended Benefits (EB):
• Continue to report using MARVIN.
• UIA will mail redeterminations to those on Tier II and EB, by November 21st,
2009.
Important Notes:
• EUC Tiers I–IV have expiration dates. As of now, all EUC benefits (Tiers I-IV) are due
to expire 12-31-2009. If you are already collecting EUC benefits that week, you may
continue collecting the weeks for which you are entitled. You will be unable to
begin the next EUC tier after that week – the week of expiration. Note that the popular
media is reporting the possibility that Congress may extend the expiration dates yet this
year. You may apply for EB, if the EB extension program is still available.
Current Unemployment Programs:
• State regular unemployment provides up to 26 weeks of benefits, based on a worker’s
earnings prior to becoming unemployed.
• EUC Tier I began in July 2008 and provides an unemployed worker with up to 20 weeks
of federally funded unemployment benefits, once they exhaust their state benefits. EUC
Tier I = 80% of a person’s state unemployment benefits, up to 20 weeks.
• EUC Tier II began in November 2008 and provides up to 13 weeks of federally funded
benefits after a person exhausts EUC Tier I. Tier II = 50% of a person’s state
unemployment benefits, up to 13 weeks. Effective November 8, 2009, Tier II now
provides for up to 54% of a person’s state unemployment benefits, up to 14 weeks.
Benefit payments for EUC Tier II will range from $48 to one full week of $387.
• EUC Tier III is effective November 8, 2009 and provides up to 13 weeks of federally
funded EUC benefits after a person exhausts EUC Tier II. Tier III = 50% of a person’s
state unemployment benefits, up to 13 weeks.
• EUC Tier IV is also effective November 8, 2009 and provides up to 6 weeks of federally
funded EUC benefits after a person exhausts Tier III. Tier IV = 24% of a person’s state
unemployment benefits, up to 6 weeks. Tier IV is payable in Michigan because
Michigan is a high unemployment state.
• Extended Benefits (EB) began in January 2009 and provides up to 20 weeks of
federally funded benefits after a person exhausts EUC Tier III. EB = 80% of a person’s
state unemployment benefits, up to 20 weeks. Absent Congressional action, the 20
week EB program will be reduced to 13 weeks for new EB claims established in 2010.

it’d be great if this stuff was written in plain English. I have 12 weeks of tier II left as of Nov 27th, 2009. Does this mean I don’t get tier 3 when my current benefits expire?

Hi! How do you apply for the next tier? I tried calling Marvin, it told me to call 1-866-500-0017 but all that did was play a recording and didn’t give me any options. Any suggestions? Thanks so much!

I am not the state worker, but here is what I have found,it looks like you will be able to get benefits. (but check to be sure)

i am nearing the end of my innitial claim for unemployment (tier 1?) how or when and where do i receive or obtain forms, etc. to extend my claim? I have already given my notice on my apt. and will have to move again, as I don’t want to be locked into a lease. I guess I am freaking out! the uia # hasn’t really been any help. I do have 4 weeks left, and am trying not to overreact, can anyone send me some reassurance, forms, etc. please. thank you

How do I apply for an unemployment extension?
If any unemployment benefit extensions are added or changed, UIA will notify potentially eligible unemployed workers by mail. Currently, there are two federal extensions in effect in Michigan – Emergency Unemployment Compensation (EUC) tier 1 and tier 2 – and the federal-state Extended Benefits (EB) program.
Filing instructions for the federal EUC tier 1 program (20 weeks of benefits maximum) are mailed to unemployed workers who are about to exhaust their regular state benefits. When workers exhaust their EUC tier 1 benefits, the second tier (13 weeks maximum) is calculated automatically and a determination is mailed to workers showing the additional weeks of benefits. Workers do not need to apply for EUC tier 2. They simply continue to call MARVIN.
Michigan issued Extended Benefits to those who are unemployed or underemployed, have exhausted all of their state and federal unemployment benefits and federal EUC and cannot establish a new claim on or after 1/25/09. In addition, those claiming EB must perform a work search and list the employers contacted each week. EB provides up to 20 weeks of benefits. UIA notifies workers to file for E

Call the 866-500-0017 and speak to someone. Yes you may be on hold for a while. But my experience has been that they are very helpful. Peace of mind is worth staying on hold.

I received a letter from unemployment(on 11/19/2009) that stated I was eligible for tier III extension. They told me that I had to file a new claim(which I did) on my last call into Marvin on 12/09/2009.I called on my next Marvin date and it told me that I could re-register til Jan. 3rd? Then on Dec. 26th I received a letter from unemployment that told me that my claim was denied for the following reason: Reason code #2: Claim denied as earnings do not equal at least 5 times the most recent weekly benefit amount on last claim. What does that mean? I tried to call the 866-500-0017# and all there was a recording and option for me to actually talk to someone. So, I haven’t received any money since. Can someone out there help me understand???

I am currently attending school Full Time under TRA benefits with understanding that I will not attempt to work full time. IF I were to find a part time job, how will that affect my UAI? If I cuurently receive the $362/wk max, will it be reduced or discontinued if I get a 20hr/wk minimum wage job. I need additional funds to cover basic living expenses.

from what I can gather your benefits would be pro -rated (clawed back)… maybe you should contact them in particular to see how much it is.

I have four weeks left of tier three. is there still a tier four-6 additional weeks? I was told there was no longer any extensions. please comment.
